     A federal appeals court this morning
ordered the Knoxville Police Department
to buy new radar dectectors by
December.

     Knoxville Police Chief Sterling Owen
the fourth estimates it will cost KPD 24-
thousand dollars to replace the units. He
says if the city doesn’t provide the
money, his officers only will be able to
enforce extreme and obvious speeding
violations.
